Of all 15 seats in the Legislature of the Virgin Islands up for election in 2026, the At-Large seat stands out — it's shaping up to be one of the simplest, most direct races on the entire ballot.
What is the At-Large seat?
Unlike the other 14 seats in the Legislature, which are elected by district (7 from St. Thomas-St. John, 7 from St. Croix), the At-Large seat is elected territory-wide — every registered voter in the U.S. Virgin Islands, regardless of island, casts a vote in this race. The seat is currently held by Senator Angel L. Bolques Jr.

Most Legislature seats this cycle have multiple candidates competing within the same party, meaning the August 1, 2026 primary will narrow the field before the general election. The At-Large seat didn't follow that pattern: Bolques was the only Democrat to file for it, and Sewer was the only Independent. Independent candidates don't go through a primary at all.
That means, barring withdrawals, write-in challengers, or late filings, this race is on track to go straight to a head-to-head matchup in November — a genuinely uncommon setup in Virgin Islands elections, where most general election ballots include several names per seat.
