The Virgin Islands Senate, Explained

Every seat in the Legislature of the Virgin Islands is on the ballot this year. Here's what the job actually involves, how long senators serve, and who's running.

What does a Senator do?

The Legislature of the Virgin Islands is a unicameral body — there's no separate House and Senate like in U.S. state governments. All 15 lawmakers are simply called "Senators," and together they form the territory's entire legislative branch.

Senators write, debate, and vote on bills that become law, set the territory's annual budget, confirm or reject the Governor's cabinet appointments, conduct oversight hearings on agencies like WAPA and the Department of Public Works, and can override a governor's veto with a two-thirds vote. Senators also serve on standing committees — covering areas like Health, Education, Disaster Recovery, and Budget — where most detailed legislative work actually happens before a bill ever reaches a full floor vote.

How long is a term, and are there term limits?

Senators serve two-year terms, and all 15 seats are up for election at the same time, every two years — there's no staggering like in the U.S. Senate. That means 2026 is a complete reset: every single seat in the Legislature is being contested this cycle.

There are no term limits for Virgin Islands senators. Several current and former senators, including Kurt Vialet (first elected in 2014) and others, have served multiple consecutive terms. A senator can run for re-election as many times as they choose, as long as they keep winning.

How are the 15 seats divided?

Seven seats represent the St. Thomas-St. John district, seven represent the St. Croix district, and one seat — the At-Large seat — is elected territory-wide, with every registered voter in the USVI eligible to vote for it regardless of which island they live on.
